The dynamics of fear of crime is a multi-faceted phenomenon, but you cannot say that all type of it is considered as a treat. Analyzing and reducing fear of crime is increasingly considered to be a police task in lots of countries. There are three kind of policing: classical, community based and Problem-Oriented Policing. Problem-Oriented Policing (POP), coined by Herman Goldstein, is a policing strategy that involves the identification and analysis of specific crime and disorder problems, in order to develop effective response strategies. For years police focused on the “means” of policing rather than it’s “ends”. Goldstein called to replace what he termed the reactive, incident-driven “standard model of policing”. Based on this theory SARA model for problem solving was expanded. In SARA, “Scanning” is the first step and require police identifying and prioritizing potential problems in their jurisdiction. Second step is analyzing the problem. The third step, response, has the police develop and implement interventions designed to rectify the problems. The final step is assessment, which involves evaluating the impact of the response and what good has been accomplished. In this article it was tried to look at the problem of fear of crime with this approach.}, keywords = {Problem-Oriented Policing,Policing Methods,fear of crime,Crime Prevention}, title_fa = {پلیس مسئله‌محور و ترس از جرم}, abstract_fa = {ترس از جرم واکنشی احساسی است که با دو ویژگی وحشت و دلهره نسبت به جرم یا نمادهای آن مرتبط است. این پدیده اجتماعی در هر جامعه‌ای اهمیت فراوانی دارد، چراکه ما هر نوع ترسی را نمی‌توانیم بگوییم برای جامعه مضر است و حتماً باید میزان آن از خطر واقعی جرایم که افراد و جامعه را تهدید می‌نماید بیشتر و یا کمتر باشد. ترس از جرم باید در هر جامعه‌ای موردِتجزیه‌وتحلیل قرار بگیرد که این وظیفه در دیگر کشورها برعهده سازمان‌های پلیسی گذاشته شده است.درمجموع سه رویکرد کلّی در سازمان‌های پلیسی وجود دارد که عبارتند از: رویکرد سنتی، رویکرد جامعه‌محور و رویکرد مسئله‌محور. رویکرد مسئله‌محور پلیس که اولین بار توسط هرمان گلداشتاین مطرح شد شامل تمرکز بر مسائل خاص و متناسب‌سازی راهبرد خود به آن مسئله شناسایی‌شده می‌باشد. لذا این شیوه با پلیس سنتی که یک روش را برای همه مسائل به‌طور یکسان به‌کار می‌برد، متفاوت است و برای هر مشکلی روشی خاصی را تعریف می‌کند و در تعریف شیوه‌ها، رهیافت مسئله‌محوری به این اعتقاد می‌باشد که پلیس باید فراتر از توانمندی‌های اجرای سنتی قانون دیده شود و لازم است خیل عظیمی از روش‌های دیگر ممکن را برای مشکل تعریف‌شده به‌کار ببرد؛ پلیس برای اجرای این رویکرد از فرایندی به‌نام سارا استفاده می‌نماید. این فرایند با چهار روش بررسی، تجزیه‌وتحلیل، واکنش یا پاسخ و ارزیابی کار خود را انجام می‌دهد. این روش شیوه‌ای علمی است که با بهره‌گیری از آن بر بسیاری از مشکلات و مسائل پلیسی و اجتماعی می‌توان فائق آمد. در این روش قبل از اینکه ما مشکلی را بررسی دقیق نکنیم و موردِتجزیه‌وتحلیل قرار ندهیم، نمی‌توانیم پاسخی برای آن در نظر بگیریم و تمام پروژه‌ها و اهداف آنها باید با بررسی‌های دقیقی صورت پذیرد، به‌عنوان‌مثال ما ابتدا باید ببینیم که آیا ترس از جرم واقعاً در یک منطقه یا شهر مشکلی حاد است یا نه؟ یا اینکه میزان آن با رقم بزهکاری چه‌مقدار متفاوت است و پس از بررسی‌های لازم پاسخ‌هایی منطقی برای آن در نظر بگیریم.}, keywords_fa = {ترس از جرم,پلیس مسئله‌محور,ماتریس اطمینان‌آفرینی,فرایند سارا}, url = {https://jlr.sdil.ac.ir/article_93340.html}, eprint = {https://jlr.sdil.ac.ir/article_93340_43f7115cbfe4172505e808cdf72de091.pdf} }
