National public goods - a case study of social welfare in Iran and the compliance of the upper system documents with Amartiasen's definition of social welfare

Abstract

Considering the importance of the social welfare issue and emphasizing it in the promulgated laws and regulations, as well as paying attention to the various dimensions of social welfare to achieve a healthy life, it is necessary that the issue first emerges in the promulgated laws and regulations and as The use authority should be provided to the administrators. For this purpose, the issue will be discussed further.
In this study, quantitative content analysis for the national public good, especially social welfare, has been done, and the degree of compliance of Iran's laws and regulations in the field of social welfare with the social welfare dimensions of Amartiasen has been calculated. The first result showed that each program showed more growth and attention to welfare indicators than the previous program. The second conclusion is that more than 200 articles have been referred to social welfare indicators. The third conclusion is that among the welfare indicators in the 6th economic, social and cultural development program of the Islamic Republic of Iran, compared to other programs, social welfare has been provided more fully and comprehensively. The fourth conclusion is that equality and justice are generally mentioned in all the five development plans, but they are not mentioned in the regulations written based on the upper laws. Also, in the various dimensions of social welfare mentioned by age, the biological dimension, that is, mental health, has not been considered in the constitution and has been neglected.
