Abstract
Oversight of urban management and municipal performance constitutes one of the most important functions of Islamic city councils as representative local institutions. This study aims to identify the challenges, requirements, and strategies for improving the effectiveness of this oversight process. The research adopts a descriptive-analytical methodology, and the required data were collected through library-based research, documentary analysis, and specialized interviews with informed and experienced individuals. The research population consists of experts, council members, and urban managers. The findings indicate that Islamic city councils face various challenges, including legal constraints, incomplete institutionalization, insufficient training of council members, and limitations on their supervisory authority. The principal proposed solutions include reviewing and reforming relevant laws and regulations, expanding supervisory powers, enhancing the professional knowledge and training of council members, strengthening mechanisms for citizen participation, and increasing transparency in urban management processes. The findings of this study may assist policymakers, urban planners, and urban governance authorities in improving the performance of Islamic city councils and strengthening local oversight mechanisms.
