With the advent of new weapons of different nature and use on the battlefield in recent regional and international conflicts and the increasing development of self-propelled guns, smart drones, as well as non-lethal weapons, most activists and thinkers in the field of armed conflict law Examine the feasibility of complying with the principles and regulations governing international humanitarian law, as well as the responsibilities of the governments that own and use these types of weapons, and examine and analyze theoretical and practical issues in this area. To be more precise, the suspicion has arisen for some that the principles and rules of humanitarian international law have become completely ineffective and obsolete for adaptation to the new type of weapons, while others believe that the same existing international principles and rules for regulating hostile relations between states It is enough; But the fact is that despite significant advances in technology, these rules and principles continue to live on; In fact, the flexibility of humanitarian law rules makes it possible to adapt to new conflicts. Although new tools of war, like any other emerging phenomenon, have created legal challenges for manufacturers and tensions between nations, they can be mitigated by specific regulations. Although the general principles governing armed conflict may suffice, in this area we need to update the rules governing them in order to determine the extent of their use in the light of the international responsibility of the government, especially the type of aggravated responsibility.
