There are two approaches to rights. The traditional approach that believes; the individual is the target and should be supported against the government, and therefore the more the government's power is limited, the more rights and freedoms are guaranteed. The new approach has developed this scope and believes that human rights can be guaranteed not only by creating restrictions, but also by strengthening specific structures in the government. Based on this, two categories of rights can be distinguished from each other; Some are guaranteed by limiting the power of the government, but others give authority to the government by preparing the ground for establishing structural regulations, and by creating different structures in the government organization, they help to guarantee themselves as best as possible. This last category is called structural rights, which are located at the intersection of structure and right, and benefiting from them requires the creation of structures in the body of the government, through which the government can be strengthened and its actions legitimized and at the same time, it helped to empower the citizens.
