The phenomenon of smuggling and its destructive impact on important matters such as legal production and trade, investment, employment, and the economic security of the country poses a significant threat; therefore, it is essential to address the prevention and combat of this issue with seriousness. On the other hand, with the increasing developments in various economic matters, new innovations, and the diversity in methods of committing smuggling of goods and currency, it is necessary to introduce innovations in the mechanisms for preventing and controlling this area to effectively respond to this major economic, social, and cultural threat. The critical issue in the present research is to investigate what steps have been taken in the 140‪1 amendment of the law on combating the smuggling of goods and currency regarding the prevention of smuggling. This research is descriptive-analytical in nature, and the data collection method is documentary-library based. In this study, by examining the 140‪1 amendment to the law on combating smuggling of goods and currency and related laws and theories, it has been found that prevention of smuggling of goods and currency in this article refers to the general concept of prevention, encompassing all proactive and reactive preventive measures, both criminal and non-criminal. Furthermore, the study will explore innovations in preventing smuggling of goods and currency in terms of preventive approaches (criminal and non-criminal), levels of prevention (primary, secondary, and tertiary), processes of prevention (passive and active), and temporal processes of prevention (short-term and long-term).
