Electronic government is the result of the development of information and communication technology and entering the field of social relations. Expanding the realm of legal relations between individuals and governments in a novel context is an undeniable consequence of this evolution. The novelty of this issue and its reality in the legal and political context of the society on the one hand and the necessity of observing human rights and citizenship rights on the other hand require the importance of study and research in this field. Therefore, in this field, we are faced with two basic categories: one is the structure of the electronic government and the systems based on it, and the other is the need to observe and respect the rights of citizens as the constituents of the social system. Understanding the process requires a relative mastery of two categories, and each category has certain ambiguities and questions. The present article by combining the above two categories, is faced with the following fundamental question: As members of society, what position, rights, and duties do citizens have in the process of e-government?
