The international community is increasingly confronted with a range of complex and interconnected challenges, including poverty, inequality, climate change, human rights violations, and evolving security threats. In response to these pressing concerns, the Pact for the Future 2024, adopted at the United Nations Summit of the Future, seeks to provide a comprehensive framework for collective action. By reaffirming commitments to multilateralism, human rights protection, sustainable development, and the advancement of scientific and technological innovation, the Pact aspires to offer states a strategic roadmap for effectively leveraging existing capacities and fostering a more sustainable and equitable global order. This study assesses the extent to which the Pact for the Future can meaningfully function as such a roadmap for states. The findings reveal that, notwithstanding its significance and relative comprehensiveness, the Pact is affected by a number of substantive limitations. Chief among these are the lack of robust and effective implementation mechanisms to ensure compliance with stated commitments, the weakness of binding and accountability-oriented enforcement instruments, and shortcomings in translating the document’s guiding principles into operational and actionable measures. These deficiencies risk undermining the practical realization of the Pact’s ambitions as well as its contribution to the achievement of the sustainable Development Goals. The analysis demonstrates that while the Pact constitutes an important step toward addressing contemporary global challenges, its transformative potential remains constrained in the absence of stronger implementation and institutional frameworks. Accordingly, this study acknowledges the document’s strengths while urging further refinement to enhance effectiveness.
