From a sociological perspective, law is a social phenomenon that is created, developed, and sustained within society. Yet it does not always evolve in step with its social context. In some cases, a law is treated as more advanced than the society that produces it and is intended to drive social change. However, how successful it is in achieving the desired transformations is highly contested and has generated multiple theories. For this reason, it is necessary to examine advanced legislation within the Iranian social context and assess its effects. Accordingly, the main question of this study is: how did the legal granting of women’s voting rights in the Pahlavi II period affect the realization of social change? In 1962, under the principles of the White Revolution, women’s political participation was institutionalized through the establishment of voting rights and the right to take part in elections. the study’s findings indicate that this law did not significantly improve women’s political standing. Its effects were limited mainly to certain urban and educated women, while it held little importance for most women. In other words, granting women the legal right to vote was not sufficiently effective in bringing about social change, partly because it did not adequately account for entrenched customs and social values. This conclusion supports theories that stress the leading and following relationship between law and social change, suggesting that law’s capacity to act effectively beyond society depends on its relative conformity with long-standing norms.
