چکیده

پرونده هسته‌ای ایران در 2006 از سوی شورای حکّام آژانس بین‌المللی انرژی اتمی به شورای امنیت ارجاع و شورای امنیت ‏تعدادی قطعنامه علیه ایران تصویب نمود. به‌تبع قطعنامه‌های شورا، برخی دولت‌ها اقدامات فراقطعنامه‌‌ای زیادی علیه ایران ‏وضع نمودند. توجیه این دولت‌ها برای اقدامات فراقطعنامه‌ای اقدامات متقابل بود. اقدامات متقابل در حقوق عدم‌اشاعه به‌دلیل ‏خاص بودن این رژیم، با حقوق بین‌الملل عام تفاوت‌هایی دارد. پس از ورود شورا روابط حقوقی دولت‌ها با یکدیگر و ایران ‏پیچیده‌تر نیز گشته بود.‏

چکیده [English]

The case of Iran's nuclear program was first referred to the UN Security Council by ‎the Board of Governors of the International Atomic Energy Agency in 2006, and ‎UN Security Council adopted a number of resolutions against Iran. In consequence ‎of these resolutions, some States apparently imposed more sanctions against Iran ‎and went further beyond the resolutions. These States justified their acts under the ‎rules of countermeasures. A countermeasure under the non-proliferation regime, ‎which is an especial regime, is very different than general international law. After ‎engaging of UNSC to the relations between Iran and other States, the situation ‎became more sophisticated.‎
