The interpretation serves as a mental act that is used to understand the meaning and the meaning of a text. one of the most important points in interpretation is the role of time in recognition and meaning of words. For a long time it was thought that to respect the will of an open will a text, phrases, and vocabulary should be considered in the meaning of their position. Dynamic interpretation is an approach that tries to address the role of time as an important element in the interpretation. This approach has been particularly important in the last decade, and the International Court of Justice has also admitted as an international court that words and words as living beings can change and change throughout history. this paper explores the concept of interpretation in international law and with regard to the development of judicial procedure in the last century, specifically considering the procedure of the International Court of Justice in the category of interpretation in the 20th century and the beginning of the third millennium. in this context, the judicial procedure of the International Court of Justice has been considered in line with the hypothesis that the court considering the transformations of international community has taken into account the principles that are interpreted and analyzed in the present context, the principles that recognize the role of "time" in recognition of the meaning of the terms
