The responsibility to protect as a new method of humanitarian interventions has been emphasized a lot by international institutions and international law experts in the last few years. This plan has many challenges in terms of concepts and implementation. In this way, in some semantic and conceptual aspects, the formation of this plan is incomplete or premature. These shortcomings are sometimes generalized and include the field of implementation. Of course, it goes without saying that sometimes the shortcomings originate from the structure of the international community, in which no channel for this plan can be seen. The purpose of this article is to examine these challenges. The method used in this regard is a combination of critical-applied analysis. Based on the findings of this research, we came to the conclusion that this plan cannot be the last solution considering the existing challenges unless the international community tries to solve them. Some of them can be solved if the institutions involved in international law perform their duties properly. Some others need to be reconsidered in order to fix the defects. According to the case and requirement, in each part, solutions have been tried to be presented while examining.
