The sovereignty of people over their own destinies has been a fundamental concern of humanity throughout history. Various methods have been employed to achieve this goal, one of the most significant being the separation of powers, checks and balances and the distribution of authority among different political institutions. This principle ensures that different branches of government monitor one another and use legal mechanisms to prevent arbitrary actions by other branches.The question remains: can an extensive system of checks and balances achieve the ultimate goal of empowering people to govern their own destinies? In some cases, all branches of government may fall under the control of a single political party. This situation allows the ruling party to pass laws based solely on its own perspectives, without obstacles. At first glance, this may not seem problematic, as opposition parties could theoretically gain a majority in parliament and amend these laws. However, in practice, the checks and balances system complicates the process of reforming laws. Unless the opposing party secures a significant majority across all branches of government, it cannot effectively revise laws shaped by the ruling party’s agenda.Thus, while the concept of checks and balances is designed to prevent arbitrary governance, it can inadvertently hinder democratic reform. By making legislative change more difficult, it may lead to the dominance of a single political party’s will over the fate of all citizens, undermining the very principle of popular sovereignty it aims to protect.
