The rapid advancement of artificial intelligence (AI) has transformed the regulation of this technology into a strategic challenge at both national and international levels. Aiming to formulate a systematic framework for the comparative analysis of AI governance, this study designs eleven key indicators to examine the regulatory status of five legal jurisdictions namely the European Union, the United States, China, Canada, and the Islamic Republic of Iran up to July 2026. The research methodology is based on a documentary and comparative analysis of regulations, bills, and policy documents. The findings indicate that the European Union, through its AI Act, maintains the most pioneering legal structure, although implementation challenges have delayed the enforcement of high risk requirements. Following its change of administration in 2025, the United States has adopted a deregulatory and competition oriented approach. Canada, in the wake of parliamentary suspension, remains without a federal AI law, and China continues to pursue a control oriented, security centric policy. In Iran, despite the ongoing deliberations regarding the national bill in the parliament, a legislative vacuum remains palpable. The innovation of this research lies in the introduction of the Regulation Maturity Index (ARMI), a composite index that enables the conversion of qualitative analyses into numerical rankings and facilitates the longitudinal monitoring of legal systems. By conducting a gap analysis, this paper offers concrete strategic recommendations for drafting Iran’s national legislation based on the eleven indicator framework, aiming to address technological challenges while fostering a platform for innovation under the rule of law.
